DEPARTMENT OF ENGINEERING

The Department shall be headed by a Director-Engineering and assisted by one (1) Assistant Director Engineering and one (1) Divisional Fire Officer .

 

The Department shall comprise one (1) Section and one (1) Unit as follows:

Engineering

Fire and Rescue Services. 

DEPARTMENT OF ENGINEERING

The Department shall be responsible for the provision of engineering services, fire and rescue services, management of parks and gardens and maintenance of motor vehicles, plant and equipment. It shall also be responsible for provision of fire and rescues services. Further, the Department shall be responsible for inspection of vehicles, dredging and pontoon crossing services (in selected districts only). The Department shall perform the following specific functions:

  1. Construct and maintain local roads, drainages and buildings;
  2. Facilitate the provision of electricity services;
  3. Supervise the construction and maintenance of roads, drainages, District airports, aerodromes and airstrips;
  4. Conduct motor vehicle inspections in order to facilitate registration and issuance of licences;
  5. Prepare bills of quantity and forms of tender in order to quantify construction works and facilitate tendering;
  6. Provide architectural services in the design of Public infrastructure in order to ensure adherence to standards, specifications, statutory and design requirements;
  7. Install and maintain street and traffic lights in order to improve security and safety on the roads;
  8. Manage the operations of the mechanical workshop in order to ensure the repair and maintenance of the Council’s fleet of vehicles and machinery;
  9. Provide dredging and pontoon crossing services (applicable to Councils with water bodies);
  10. Manage parks, gardens and open spaces in order to ensure a green environment and beautify the District;
  11. Provide fire and rescue services in order to safeguard lives and property;
  12. Facilitate the provision of rural water supply and sanitation services for improved hygiene; and
  13. Implement CDF projects related to infrastructure development.

ENGINEERING SECTION

The Section shall be responsible for planning and implementing engineering services, construction of parks and gardens, and maintenance of motor vehicles, plant and equipment as well as dredging and pontoon crossing services. It shall also be responsible for conducting inspections on vehicles in order to facilitate issuance of licenses. The Section shall perform the following specific functions:

  1. Prepare infrastructure designs in order to facilitate construction and maintenance of local roads, drainages and buildings.
  2. Facilitate the provision of electricity services.
  3. Supervise the construction and maintenance of District airports, aerodromes and airstrips.
  4. Conduct inspections on motor vehicles and vessels in order to facilitate registration and issuance of licenses
  5. Prepare bills of quantity and forms of tender in order to facilitate quantification of construction works and tendering
  6. Provide architectural services in the design of public infrastructure in order to ensure adherence to standards, specifications, statutory and design requirements
  7. Conduct installation and maintenance of street and traffic lights in order to improve security and safety on the roads
  8. Manage the operations of the mechanical workshop in order to ensure machinery.
  9. The repair and maintenance of the Council’s fleet of vehicles and Provide dredging and pontoon crossing services (applicable to Councils with water bodies)
  10. Manage parks, gardens and open spaces in order to ensure a green environment and beautify the District.

The Section shall be headed by an Assistant Director – Engineering and assisted by one (1) Mechanical Engineer, one (1) one (1) Electrical Engineer, one (1) Civil Engineer – Roads & Drainages, one (1) Quantity Surveyor, one (1) Architect, one (1) Manager – Parks & Gardens (LGSS07) and one (1) Engineer – Rural Water & Sanitation.

The Section shall comprise seven (7) Units as follows:

  1. Maintenance and Electrical Engineering
  2. Quantity Surveying
  3. Architecture
  4. Parks and Gardens
  5. Rural Water and Sanitation
  6. Roads and Drainages
  7. Mechanical Services
